The Indian Nursing Council (INC) conducts inspections to assess a college's suitability based on infrastructure, teaching faculty, and clinical facilities. The inspection is generally carried out by independent inspectors appointed under Section 13 of the INC Act, 1947.
1. Physical Infrastructure Checklist
Colleges must meet specific space requirements (e.g., approximately 23,200 sq. ft. for a B.Sc. Nursing teaching block with 60 seats).
  • Lecture Halls: At least 3–4 halls (approx. 900–1080 sq. ft. each) with proper ventilation, lighting, and tiered seating.
  • Laboratories:
    • Nursing Foundation Lab: Minimum 1,500–1,600 sq. ft. equipped with adult mannequins and 1:6 bed-to-student ratio.
    • Advanced Nursing Skill Lab: Includes CPR mannequins, IV arms, and airway management models.
    • Specialty Labs: Nutrition (900 sq. ft.), OBG & Paediatrics (900 sq. ft.), Community Health (900–1,200 sq. ft.), and Pre-clinical Science (900 sq. ft.).
    • Computer Lab: Minimum 1,500 sq. ft. with at least 1 computer per 5–10 students.
  • Library: Minimum 1,800–2,400 sq. ft. with seating for at least 50% of total students and at least 3,000 nursing books.
  • Hostel: Mandatory accommodation (often for 30–100% of students) with 1 toilet/bathroom per 5–10 students and recreation/visitor rooms.
2. Faculty & Staffing Requirements
Inspectors verify original certificates and physical presence on the day of inspection.
  • Student-Teacher Ratio: Must maintain a 1:10 ratio across all nursing programmes.
  • Key Positions:
    • Principal/Professor: M.Sc. (N) with 15 years experience (12 years teaching).
    • Vice-Principal: M.Sc. (N) with 12 years experience (10 years teaching).
    • Tutors: M.Sc. (N) or B.Sc. (N) with at least 1 year of professional experience.
3. Mandatory Records & Documentation
Inspectors will check for "Well-Maintained" daily records including:
  • Student Records: Admission registers, daily attendance, health records, and clinical/field experience logs.
  • Practical Books: Midwifery casebooks and student cumulative progress records.
  • Administrative: Trust/Society registration, land deed/ownership, and building blueprint.
  • Clinical: Affiliation letters from a parent or affiliated hospital (usually within 30 km).
4. Statutory Compliance Documents
  • No Objection Certificate (NOC): Essentiality certificate from the State Government.
  • Safety Clearances: Valid Fire, Electricity, and Sewage clearance certificates.
